UGLY KIDS

I need someone to explain the "Ugly Kids" billboards i've been seeing around town. I mean those kids aren't even that ugly, well o.k. they are a little. Someone at the office suggested it was a radio station thing. My theory is that it's actually LAMAR advertizing hook to get people to call in to their sales office. What do you think?
